Hartly Sidewalk Project – Phase 2 Arthursville Road

Phase 2 of the Hartly sidewalk project is underway. 

Beginning on Monday, June 20th through early September between 7am – 4pm, Monday through Friday:

Hartly may experience Intermittent Lane closures of Arthursville Road.

DelDOT announced intermittent lane closures of Arthursville Road between Hartly Elementary School and the Hartly Volunteer Fire Company starting on Monday, June 20th.  Work will be performed by Grassbusters Landscaping Inc. and will consist of adding new sidewalks, pedestrian connections, and curbs along Arthursville Rd.

The Town of Hartly hosts on the BIG Screen… The GOONIES!

It’s about time we all gathered together!  The Town of Hartly will host, on the BIG Screen….  The Goonies!  An all-time favorite movie for all ages!  

This is a FREE Community Event.

Bring your lawn chair and comfy blanket to spread out in the back parking lot of the Hartly Volunteer Fire Co. 

Movie will begin at dark (about 9:00 PM). 

Food Vendor “Team Autism” will be available for food purchase.  Proceeds support Autism!

Notice of Cancellation of Hartly Elections

There will be no municipal election held on April 24, 2021. There were four Commissioner positions open, and the four incumbents were unopposed. The Town of Hartly Public meetings are held on the second Tuesday of April, June, August, October, and December. Meetings are at 7:00 P.M. and held at the Hartly Volunteer Fire Company. The meetings are public; you are encouraged to attend, especially if you reside within Town limits!

Come join us to watch the movie “The Star” on the Big Screen! The story of the First Christmas told by “Bo” the donkey and his friends “Dave” (the dove), and “Ruth” (a loveable sheep)!
The movie will be shown on a 26′ screen and broadcast via FM radio to your vehicle. In order to adhere to our State’s health restrictions, we will ask that you remain in your vehicle while enjoying the movie.

Public Workshop – Sept 17, 2020 4PM – 7PM

The Hartly Town Commissioners would like to invite you to provide input on two important initiatives that are taking place this year; the review and update of the following documents:

1. A rewrite of the 1983 Town of Hartly Charter – the charter is a document which establishes basic laws and principles for town residents, defines commissioner roles and responsibilities, and sets the framework for town elections and property consolidation.

2. Our 5 year update to the 2016 Hartly Comprehensive Plan – the Comp Plan is a goal oriented document that provides a brief history of the town and defines the goals and future initiatives for the town and its residents.

Both documents are specific to the municipality, residents within Hartly town limits; however, we welcome our neighboring Hartly residents to attend and offer input to these documents as well. It is highly suggested that you review both documents (see links above) prior to attending the workshop as the documents are quite lengthy.

The workshop will be held at the Hartly Volunteer Fire Company, scheduled for Thursday, September 17, 2020. Doors will be open from 4:00 PM to 7:00 PM. There will be copies of the current documents available for review, town council will be present for discussion, as well as a short survey for you to record your thoughts and suggestions in regards to document updates.
Please note: Facial Masks are required at all times during the workshop and social distancing will be adhered to.

2020 Town of Hartly Elections – Notice of Cancellation

There were no new candidates for council positions submitted.

One council position will be unfilled.

Suzanne K Morris will retain her council position.

Candidates wishing to run for one of the two (2) Town of Hartly council seats that are up for election must file a Candidate Filing Form and a State of Delaware Elections Certification of Intention. The Town’s Candidate Filing Form can be downloaded from the Hartly website Elections webpage: Hartly Candidate Filing Form and will also be available at the Hartly Public Town Meeting on February 13, 2020.  The State’s Certification of Intention must be completed online, printed, and mailed per the instructions on the Office of the State Election Commissioner website: State of Delaware Certification of Intention.

Candidate qualifications for Town of Hartly council seat:

  • A bona fide resident of the Town of Hartly for at least one year next preceding the annual election;
  • At least eighteen (18) years of age;
  • Be non-delinquent in his town taxes to the extent subject to same; and
  • Each of the qualifications for Town Commissioner shall be continuing qualifications to hold office and the failure of any Commissioner to have any of the qualifications required by this Section during his term of office shall create a vacancy in the office.

This form must be mailed or hand delivered to the Town of Hartly council prior to the deadline 5:00 P.M., March 27th, 2020. Include a copy of the State’s Certification of Intention form.

Quarter Auction on March 13, 2020

The Hartly Ruritan Club and Hartly Volunteer Fire Company will host a Quarter Auction on Friday, March 13, 2020. There will be Door Prizes and a  50/50 drawing.  The Hartly Ladies Auxiliary will have food and drink for purchase.  Additionally, several vendors will have products available for purchase:

Come support your local Ruritan Club and the Hartly Ladies Auxiliary and Fire Company.  And bring extra cash to support our local vendors.
